This article examines the roles, constraints, and governance challenges faced by civil society actors in Thailand’s sustainable infrastructure development, using the double-track railway project along the Southern Line as a case study. The study contributes empirically and analytically to debates on infrastructure governance, public participation, and state–civil society relations within large-scale development projects.
